When a plumber references the “City Side” of a sewer line they are referring to the portion of the sewer line that goes from the property line to the City main supply line located in the City’s right-of-way (alley or street).

The Billing and Collections Department provides service for water, sewer and reuse. They are located at 411 W 8th Street and can be reached at (432) 335-3204.
The Water Distribution Division oversees issues pertaining to water leaks and sewer backups. If you need immediate assistance, please contact the Water Distribution Division at (432) 368-3561. The Water Distribution Division will send someone out to check the issue and determine if it is an issue the City handles or if it is the responsibility of the homeowner per City ordinances.
You may have low water pressure due to a cut off at meter not being completely open, a faulty water meter, a possible crimp in the service line, a water leak in your area, isolated water valves on main water supply (not open), or restricted water supply through your water softener due to a clog. You can check with neighbors to see if this is an isolated issue to your property or neighborhood wide. If you are experiencing low water pressure, please call the Water Distribution Division at (432) 368-3561.

Water coming out of a meter box could be a sign of a possible leak. If you have water coming out of your meter box, please contact the Water Distribution Division at (432) 368-3561.
You may have discolored water coming from your faucet due to excessive iron or manganese coming from the main water supply line, possible water repairs or water valve maintenance in your area. In accordance with Section 3-3-32 of the City Code of Ordinances, as a homeowner you are responsible for maintaining all sewer facilities from the City main to the point of use. This includes all facilities that lie in the public right of way and utility easement. However, property owners are not allowed to perform plumbing work past the property line in the City’s right-of-way, only an approved contractor can perform said plumbing work.
