Community Development


Beginning on Monday, July 5, 2021, through Thursday, August 5, 2021, the City will conduct a 30-day review and comment period of the 2021 Action Plan before it is presented to the City Council for approval on Tuesday, August 10, 2021.   Following the approval of the City Council, the plan will be submitted to HUD for review and final approval.

The 2021 Action Plan establishes the City of Odessa’s one-year implementation strategy for addressing community development, housing, economic development, human service and public facility improvement needs of the citizens of Odessa.

The U. S. Department of Housing and Urban Development (HUD) allocated $842,418 in CDBG funds and $275,124 in HOME funds to the City of Odessa.  An additional $107,458 in Un-programmed and program income CDBG funds were allocated at the final public hearing on June 22, 2021.  The HOME funds were allocated exclusively to housing related activities as required by statute. 

Community Development Block Grant (CDBG)

The Community Development Department is responsible for the use of Community Development Block Grant and HOME Investment Partnership Program funds. These funds are provided by the U.S. Department of Housing and Urban Development (HUD) to assist multiple departments in providing Odessans with services that keep our City in working order and a great place to reside.
